They never said the Xbox one will have dedicated servers for online ranked multiplayer matches.
They only said it will be using Microsoft servers for multiplayer. But that could mean anything such as using it for stats, streaming, emblems, etc. I highly doubt it will be used for hosting online ranked multiplayer matches.
And by the way dedicated servers have problems. It's not like the game will become amazing just because its using dedicated servers. You shouldn't make decisions if you don't know all the info.
